v2.4.0, a new stable release

We’re pleased to announce v2.4.0, a new stable release focused on feature parity with other ircds. Highlights include:
- Support for migrating an Anope or Atheme database to Oragono
- A pluggable system for validating external IPs, e.g., via DNSBLs
- New channel modes
